Article 6: The Officers


  1. The President shall take the chair at meetings of the Council; the Vice-President shall deputise for him as necessary;
  2. The Secretary services the Council, prepares agenda, collects or drafts and distributes agenda papers, takes and circulates minutes. He also coordinates procedures for the admission of further countries to membership of the Federation and for changes to the by-laws, and reminds sponsoring bodies when new nominations for Council are due. The Secretary conducts the election of Officers (Article 5) except that of the Secretary, which the President shall conduct;
  3. The Treasurer shall hold funds needed for the operation of the Federation and its Council and shall cause them to be raised through a fee for membership or in such other ways as the Council shall approve. He shall be responsible for the disbursement of these funds in accordance with the Council's decisions. He shall prepare and have audited by an Auditor appointed by the Council an Annual Statement of the finances of EFCATS for approval by the Council and shall distribute at the time of each EUROPACAT a summary financial statement covering the two-year period to members of the Council and to all members of the Federation;
  4. The Officers shall be responsible for conducting affairs of the Federation between meetings at the Council, but shall report their actions at the next meeting of the Council.
